Hi Victoria,
You are asking a huge question, and there is no simple answer. In my opinion, it all comes down to one simple requirement, which is that you really want to get better. If you do, then you will willingly put in the effort to progress. And effort is what it is all about.
Languages are said to follow the idea that whilzt you learn, you take one step forwards. But when you stop learning you take two steps back. This means you must always be learning if you genuinely want to improve.
Use everything available to improve, as it will all help more than doing nothing. So long as you are learning, it doesn't matter how you do it.
Different people prefer different techniques; some learn best alone, whilst others need a strict environment that only a teacher can provide. Do what's best for you, what you feel is most productive (not the same what you feel is the best). Stick with it and I'm sure you'll improve.
There are lots of resources available throughout this site, explore it thoroughly and find something you like. Then spend time to understand it completely. Keep doing this...
